Biography

Patrícia Gaspar was born in Lisbon, in 1973.

She has graduated in International Relations in 1995 from the Technical University of Lisbon, Higher Institute of Social and Political Sciences (ISCSP) and served in the Portuguese Navy between 1996 and 2000, with specific expertise in the area of Protocol and strategic information analysis.

In 2000 joined the former National Civil Protection Service (SNPC), current National Authority for Emergency and Civil Protection (ANEPC), where she worked at the Office of International Relations, from 2000 to 2007.

Between 2007 and 2013, she held the position of National Operations Assistant.

In 2013 was appointed Setubal District Operational Commander, a position held until January 2017, when she was assigned to serve again as National Operations Assistant, at the National Command for Relief Operations. In December 2017, she was appointed Deputy National Commander of ANEPC.

In the context of Civil Protection, Patricia Gaspar worked in the area of operational planning, operational decision support, emergency management support, international civil protection cooperation and exercise planning, both at national and international level.

Patricia Gaspar represented Portugal in several international fora, is a national and international trainer in the area of civil protection and a certified expert under the Civil Protection Mechanism of the European Union and the United Nations, having participated in different international assistance missions. 


At district level, she focused on developing operational and emergency planning tools, implementing tools to support institutional cooperation, supporting fire brigade activity and overall coordination and operational command actions.

In March 2019, completed the course of Internal Auditors at the Center for High Studies of the Ministry of the Interior of France.

Patricia Gaspar received several praises along the way, and was also awarded the Medal of Honor Civil Defense by the General Coordinator of the Civil Defense System of Rio de Janeiro, Brazil (2008), with the Medal of Merit for Protection and Relief, Degree Silver, Orange Badge by the Minister of Home Affairs (2011), Order of East Timor, President of the Democratic Republic of East Timor (2016), and Gold Medal of Protection and Relief, Gold Degree, Orange Badge by Minister of Internal Administration (2018).
