Carlos Miguel was born in Torres Vedras in 1957, where he lives.
Carlos Miguel graduated in Law at the University of Lisbon in 1982, specialising in legal-economical law, having worked in advocacy until 2001.
He was then president of the Municipal Assembly, alderman and eventually mayor of Torres Vedras, a position he held from 2004 to 2015.
Carlos Miguel served as president of the Board of Administration of the Water and Sanitation Municipal Services company, member of the Board of Administration of Aguas do Oeste S.A., chairman of the general assembly of Valorsul S.A., and president of the Oeste Region Intermunicipal Community.
He served equally as substitute member at the Economic and Social Council (Conselho Económico e Social) and joined the Advisory Body for the Integration of Roma Communities of the High Commissariat for Migrations (Grupo Consultivo para a Integração das Comunidades Ciganas do Alto Comissariado para as Migrações).
He was Secretary of State for Local Government from 2015 to 2019.
