18 agreements strengthen cooperation between Portugal and Mozambique

The Minister of Agriculture and Food, Maria do Céu Antunes, and the Mozambican Minister of Foreign Affairs and Cooperation sign a cooperation agreement at the end of the 5th Luso-Mozambican Summit, Maputo, 1 September 2022

Under the 5th Luso-Mozambican Summit, 18 agreements, protocols and memorandums were signed or will be signed in various areas to strengthen cooperation between Portugal and Mozambique.

At the end of the Summit, in the presence of Portuguese Prime Minister António Costa and the President of the Mozambican Republic, the following were signed:

  • Cooperation protocol between the two Ministries of Agriculture on the 2022-2025 Action Plan (signed by the Portuguese Minister of Agriculture and Food and the Mozambican Minister of Foreign Affairs and Cooperation)
  • Additional agreement to the Agreement on the Portuguese School of Mozambique – Portuguese Language and Teaching Centre (signed by the Ministers of Foreign Affairs of both countries).
  • Partnership agreement between the Mozambican Ministry of Education and Human Development and the Camões Institute under the Fund to Support the Education Sector for 2022-2026 (signed by the Ministers of Foreign Affairs of both countries).
  • Addendum to the partnership agreement between the Mozambican Ministry of Culture and Tourism, Camões Institute and the Directorate-General for Cultural Heritage under the Portuguese Cooperation Cluster Project on Mozambique Island (signed by the Ministers of Foreign Affairs of both countries).
  • Partnership protocol between the Mozambican Ministry of Home Affairs, the Portuguese Ministry of Home Affairs, and Camões Institute to implement the Technical-Law Enforcement and Civil Protection Cooperation Programme for 2022 (signed by the Ministers of Foreign Affairs of both countries).
  • Specific partnership agreement between the Mozambican Ministry of Justice, Constitutional and Religious Affairs, the Directorate-General for Justice Policy of the Portuguese Ministry of Justice, and Camões to implement the Justice Cooperation Project in 2022 (signed by the Ministers of Foreign Affairs of both countries).

The following had been signed on 31 August:

  • Protocol for cooperation and technical collaboration between both Governments for capacity building of the Mozambican Finance Inspectorate-General during the 2022-2026 period (signed by the Portuguese Secretary of State for Tax Affairs and the Mozambican Deputy Minister of Foreign Affairs and Cooperation).
  • Protocol for cooperation between the Mozambican National Fisheries Inspection Institute and ASAE - the Portuguese Economic and Food Safety Authority (signed by the ASAE Inspector-General and the Director of the Mozambican National Fisheries Inspection Institute). 
  • Protocol between the Maputo Central Hospital and the Coimbra University Hospital to implement telemedicine (signed by the Chair of the Board of Directors of Coimbra University Hospital and the Director-General of Maputo Central Hospital).

The following will be signed on 2 September:

  • Memorandum of understanding between the Mozambican Government, the Portuguese Government, and the Mozambican Banking Association to revise the Portuguese Cooperation Corporate Fund (to be signed by the Portuguese Secretary of State for Foreign Affairs and Cooperation, the Mozambican Deputy Minister of Industry and Trade and the Chair of AMB).
  • Joint declaration between the Portuguese Government and the African Development Bank on the agreement on Portuguese Speaking Compact guarantees (to be signed by the Secretary of State for Foreign Affairs and Cooperation and the Secretary of State for Tax Affairs and the Deputy Director-General for East Africa at the bank).
  • Agreement between Camões Institute and Mota-Engil África to implement the More Jobs Project for youths in Cabo Delgado (to be signed by the Vice-President of Camões and the Director of Mota-Engil África).
  • Declaration of intent between the Mozambican Minister of Science, Technology and Higher Education, Camões Institute and Petrogal to set up a Petroleum and Gas Reference Centre in the Province of Cabo Delgado (to be signed by the Portuguese Minister of Foreign Affairs, the Mozambican Minister of Science, Technology and Higher Education and the Petrogal Executive Director).
  • Addendum to the cooperation protocol between IAPMEI – the Portuguese Agency for Competitiveness and Innovation and IPEME – the Mozambican Institute for Promoting Small and Medium-sized Enterprises, and Lisgarante – Sociedade de Garantia Mútua (to be signed by the Portuguese Secretary of State for the Economy and the Mozambican Deputy Minister of Industry and Trade).
  • Memorandum of understanding between the Portuguese Quality Institute and the Mozambican Institute for Standards and Quality (to be signed by the Portuguese Secretary of State for the Economy and the Mozambican Deputy Minister of Industry and Trade).
  • Protocol for financial assistance for the promotion of Portuguese language between Camões Institute and Millennium BIM (to be signed by the Vice-President of Camões and the Chair of Millennium BIM’s executive board)
  • Cooperation protocol for the promotion of Portuguese language between Camões Institute and Banco Comercial de Investimentos (Investment Bank) (to be signed by the Vice-President of Camões and the Chair of BCI’s executive board).
  • Memorandum of understanding between the Cahora-Bassa hydroelectric plant, Eletricidade de Moçambique, REN – Redes Energéticas Nacionais, and Visabeira Global on cooperation in the field of energy (to be signed by the Director of HCB, the Chair of the Board of Directors of EDM, the REN Director and the Chair of the Board of Directors of Visabeira).
