Hugo Mendes was born in Porto in 1976.
He graduated in Sociology in 1999 and completed his master’s degree in Public Policy in 2019 from ISCTE-IUL. His master’s dissertation was on tax policy in Portugal. He attended a PhD in Sociology at Warwick university (UK). He is studying for a PhD in Political Science at ISCTE-IUL. He has a postgraduate degree in Communication and Political Marketing from the ISCSP and in Analysing Data Analysis in Social Science from ISCTE-IUL. He attended a postgraduate degree in Tax Law at the IDEFF.
He lectured in postgraduate degrees at IPPS-IUL and Nova SBE.
He was advisor to the Minister of Education from 2006 to 2009 and assistant to the Secretary of State Assistant to the Prime Minister from 2009 to 2011.
He was advisor to the Socialist Party Parliamentary Group in Parliament, for the Budget, Finance and Public Administration Committee from 2011 to 2015.
From 2015 and 2019 he was assistant to the Secretary of State for Parliamentary Affairs and, in 2019, assistant to the Minister of Infrastructure and Housing.
He was Chief of Cabinet of the Minister of Infrastructure and Housing from 2019 to 2020.
He was Deputy Minister for Communications in Prime Minister António Costa’s second Government.
