The 7th Portugal-Cape Verde summit will be held on 27 and 28 January in Lisbon, under the motto "Portugal-Cape Verde: Together" to boost the excellent political, economic, cultural, and social relations between the two sibling countries. One of the decisions to come out will be the commitment to set up a credit line for corporate investment up to 100 million euros.
The Summit will start on the afternoon of the 27th with bilateral meetings between Portuguese and Cape Verdean members of Government and will be attended by the Prime Ministers Luís Montenegro and Ulisses Correia e Silva, as well as several members of Government from both countries.
On the Portuguese side, the following will attend: the Minister o State and Foreign Affairs, Paulo Rangel, the Minister of State and Finance, Joaquim Miranda Sarmento, the Minister of National Defence, Nuno Melo, the Minister of Justice, Rita Alarcão Júdice, the Minister of Home Affairs, Margarida Blasco, the Minister of Economy, Pedro Reis, the Minister of Labour, Solidarity and Social Security, Maria do Rosário Palma Ramalho, and the Minister of Environment and Energy, Maria da Graça Carvalho.
On the Cape Verdean side, the following will attend: the Deputy Prime Minister, Minister of Finance and Corporate Development and Minister of the Digital Economy, Olavo Garcia Correia, the Minister of State, Family, Inclusion and Social Development, Fernando Freire de Andrade, the Minister of State, National Defence, Minister of Territorial Cohesion and Minister of the Presidency of the Council of Ministers and Parliamentary Affairs, Janine Santos Lélis, the Minister of Foreign Affairs, Cooperation and Regional Integration, José Filomeno Monteiro, the Minister of Home Affairs, Paulo Rocha, the Minister of Justice, Joana Rosa Amado, and the Minister of Agriculture and Environment, Gilberto Silva.
The following matters will be under discussion in addition to the credit line: broadening the public debt conversion into green investment and strengthening vocational training co-funded by Portugal. Executing the Strategic Cooperation Programme 2022-2026, signed in the previous summit held in Cape Verde in 2022 will also be assessed.
On the morning of the 28th, the two Heads of Government will meet at the Prime Minister’s Official Residence and will then head to Necessidades Palace for the plenary, at the end of which several bilateral agreements will be signed, followed by the press conference with Luís Montenegro and Ulisses Correia e Silva.
In the afternoon, both Heads of Government will give a speech at the ceremony to end the Portugal-Cape Verde Economic Forum being held in Lisbon under the motto: "Strategic partners in investment in the energy and digital transitions".
The bilateral summits between the two countries began when the Friendship and Cooperation Treaty between Portugal and Cabo Verde was signed in 2010. The works of this summit began with Prime Minister Luís Montenegro’s official visit to Cape Verde in April 2024.
