Lawyer,
Law degree from Católica Portuguesa University and a post-graduate degree from
Instituto Superior de Gestão (Management School).
He
was member of the Independent Committee to Monitor and Oversee the Special
Public Procurement Measures (CIMEC), elected by Parliament.
He was director of EMAC – Empresa Municipal de Ambiente de Cascais, E.M. S.A.
He was on the Commission for Reforming Green Taxation.
Advisor
to the Minister of Environment, Land Planning and Energy from 2011 to 2015.
