Government presents at Web Summit strategy for artificial intelligence at the service of the people

The Government noted at Web Summit 2025 in Lisbon its ambition to place Portugal as a global hub for innovation and artificial intelligence. The strategy is based on three pillars: digital infrastructure, capacity-building for people, and the responsible use of technology at the service of the citizens.

"Portugal is building a more intelligent, swifter, and more responsible State that anticipates needs and yields results for the citizens and companies. Our goal is clear: an agile, transparent, and intelligent State that transforms information into action and challenges into opportunities", stated the Minister in the Cabinet of the Prime Minister and of State Reform Gonçalo Matias, who represented the Prime Minister at the event.

National Artificial Intelligence Agenda 

The Agenda, to be presented in the coming weeks, will articulate technology, economy, and digital sovereignty. The ai mis to make Portugal a responsible AI and innovation centre with an estimated economic impact f 2.3 trillion euros by 2030.

"We are at a decisive point: AI is no longer the future; it is transforming the world as we speak. This is our moment to imagine what a State can be like — intelligent, dynamic and centred around people", Gonçalo Matias declared.

Portugal is applying to host European AI gigafactories, an investment greater than 16 billion euros. These projects will boost European and Portuguese digital sovereignty, bringing international and national tech firms together to shape the future of AI and advanced industry in Europe.

National Strategy 

The National Strategy for Data Centres will attract dozens of millions of euros in investment. A national cloud will ensure Independence, trust, and security. "The digital transformation is built by people. A digital State cannot prosper without digital citizens", the Minister stressed.

The Digital Skills Pact has the aim of training more than two million citizens by 2030 in basic and advanced digital skills.

Amália: the Portuguese language model

Presented a year ago at the Web Summit, Amália — the large-scale Portuguese language model — moved from being a promise to having a concrete impact.

Gonçalo Matias explained that "with Amália, we are offering responses we weren’t able to offer yesterday. We are giving each student an AI tutor who listens, guides, and inspires their learning, offering each citizen a hand to navigate the State simply, clearly, and carefully, and offering each company the power to imagine, create, and shape their future in the age of artificial intelligence".

The aim is to help citizens access digital public services in a more humane, direct, and intelligent manner. Amália is more than a model — it is a bridge between ideas and action and a promise that technology, guided by our values, can transform society.

Portugal provides an exceptional strategic position and Lisbon is among the most connected transcontinental cities worldwide, complemented by an ecosystem of qualified professionals, built through partnerships with world-class universities and innovation hubs.

AI must be guided by ethics, transparency, and human supervision. Citizens’ trust is the most valuable asset in digital governance, and this is achieved through responsibility, intelligent regulation, and data sovereignty.

The Government will guarantee a stable regulatory environment that favours investment with a strong commitment to digital transformation and AI as pillars for growth.
