Tiago Antunes currently holds the office of Secretary of State Assistant to the Prime-Minister. In this position, which he holds since October of 2019, he is responsible for the communication and coordination of the Portuguese Government.
Between 2017 and 2019 he was Secretary of State of the Presidency of the Council of Ministers, where he coordinated and oversaw the governmental law-making process. Before becoming a member of the Portuguese Government, in 2017, he worked at the European Parliament, in Brussels, both on constitutional and economic affairs.
Previously, he had served as an adviser, first, and then as chief of staff to the Secretary of State attached to the Prime-Minister, in the Government of Portugal. In these positions, he had the opportunity to advise, among other areas, on energy and environmental policy and participated in international climate negotiation summits. Prior to that, he had worked as a lawyer at a major Portuguese law firm.
As a legal scholar, Tiago Antunes has taught and researched in different fields of Public Law (mainly Constitutional, Administrative and Environmental Law), at the University of Lisbon. He has been a Visiting Research Scholar at Roger Williams University, RI, USA (2004) and an Associate Research Fellow of the Centre for International Sustainable Development Law (CISDL), Montreal, Canada (2011-2015).
He is regularly invited to speak at seminars and conferences, in Portugal as well as in Spain and Brazil. He has published several books, papers and articles on topics such as environmental market-based instruments, liability for environmental damages, the implications of the EU Lisbon Treaty on the environment and renewable energy certificates, among others.
