Carlos Miguel was born in Torres Vedras in 1957.
He graduated in Law from the University of Lisbon in 1982, legal-economics, and practiced law until 2001.
He was President of the Municipal Assembly, councillor and Mayor of Torres Vedras, a post he held from 2004 to 2015.
He was Chairman of the Board of Directors of the Municipal Water and Sewerage Services, member of the Board of Directors Águas do Oeste, SA, Secretary of the Board of the General Meeting of Valorsul, SA, and President of the Intermunicipal Community of the Western area of Portugal Community (Oeste).
He was substitute member of the Economic and Social Council and was on the Advisory Group for the Integration of Gipsy Communities (CONCIG) of the High Commission for Migration.
He was Secretary of State for Local Administration in Prime Minister António Costa’s first Government and Deputy Minister of Regional Development in Prime Minister António Costa’s second Government.
