Law degree from the Faculty of Law, University of Lisbon; Master of Arts in European law from King's College, University of London; MBA from AESE/IESE Business School.
Specialized lawyer in regulatory law and environmental law. He was an assistant professor at the Faculty of Law of the University of Lisbon (2000-2007). He was a lecturer and executive coordinator of the postgraduate course in regulatory and competition law at the Faculty of Law of the University of Lisbon (IDEFF). He was a senior manager at Vodafone (2007-2013) and a legal counsel at Vodafone Germany (2010).
He was Executive Board Member at ERSAR – Regulatory Agency for Water and waste Services. Independent Compliance Officer at E-Redes (2023-2024). Chairman of the General Council of the non-profit association Comunidade Vida e Paz (2022-2024). He was chief of staff of the Secretary of State for the Presidency of the Council of Ministers (XIV and XVI Constitutional Governments) and of the Minister for the Environment, Spatial Planning and Energy (XIX Constitutional Government). He was elected member of the Senate of the University of Lisbon and the Pedagogical Council of the Faculty of Law of the University of Lisbon. He was a member of the Commission for the Strategic Program for the Quality, Simplification, and Efficiency of Legislative Acts (2004). Member of the Portuguese Bar Association since 1998.
