He was born in Porto, in 1961
He graduated in Law from the Católica University, Porto and is a lawyer.
He is Vice-Chairman of CDS-PP.
He was President of the Porto Political Committee of CDS-PP.
He was Deputy Mayor of Porto between 2005 and 2012 and President of Porto Municipal Assembly between 2001 and 2005.
He was President of the General Meeting of the Porto Energy Agency (2009-2013), Chairman of the Board of Directors of Águas do Porto, EM (2006 - 2012), Chairman of the Board of Directors of GOP-Gestão de Obras Públicas, EM (2010 - 2012) and Chairman of the Board of Directors of Águas do Douro e Paiva, SA (2012 - 2015).
He was Director of Lipor, SA from 2005 to 2012, Director of Águas de Portugal SGPS, SA from 2012 to 2015 and Director of Águas de Portugal International, SA from 2012 to 2015.
He was a member of Parliament in several Governements and Vice-President of the CDS-PP Parliamentary Group.
He was a member of the Parliamentary Defence Committee and the Parliamentary Committee of Inquiry into the consequences and political responsibilities of the theft of military equipment in Tancos.
