Biography

Carla Mouro was born in Castelo Branco in June 1977. 

She attended a degree in International Relations at Lusíada University. In 2021, she concluded a Leadership in Innovation program at MIT.

She was a top-level sportswoman in athletics and during her university path she became linked, as is still now, to youth related matters.

Through the CPAI – Portuguese Arts and Ideas Club she made it to the National Youth Council (CNJ).

In 2002, she was elected Chair of the National Youth Council, becoming the first woman to occupy the post. She was chair for three terms. In her position, she was able to develop and take part in projects to promote equality. In 2004, she was elected Chair of the CPLP Youth Forum. While still within the CNJ, she was delegate on the United Nations General Assembly and the Ibero-American Heads of State and Government Summit, representing the Ibero-American Youth Organization. As such, she took part in the process to promote European youth policies. 

She was a consultant for the United Nations and worked on developing different youth projects and policies of national and international impact.

In 2008, she joined the President of the Republic Aníbal Cavaco Silva’s team as advisor, which she did until 2016. 

In 2017, she was invited to join the governing bodies of the Youth Foundation. In 2018, she became executive chair of the foundation, a post in which she was until 2024.
